IMO, Knappogue Castle 1995 comes close to your description. Inexpensive Irish Single Malt.

Caol Ila 12 has a few of the notes you mentioned; I would look into that.

Caol Ila 12 Tasting Note Nose: Fresh, herbal. Rubbed peppermint leaves, stemmy, damp grass, smoky. Oily, cigar leaves, smoked ham, hickory. Palate: Good body, oily, tar, elegant smoke. Hints of boiled sweets. Finish: Long, peppery, spicy warmth, smoke.

At the moment Ardbeg Supernova NS 2010 is my favorite but more complex !! and the The Balvenie 15 have a sweet anise mint note very lovely . But this too Supernova and Balvenie is more complex ,
